The National Youth Council of Guatemala (Consejo Nacional de la Juventud – CONJUVE) is the official government body responsible for coordinating, promoting, and implementing youth-related policies, programs, and initiatives across the country. It operates under the authority of the Government of the Republic of Guatemala and serves as a central institution for advancing the rights, development, and participation of young people in national life.

CONJUVE focuses on key areas such as youth leadership, education, employment, civic engagement, inclusion, and the defense of human rights, particularly for indigenous, rural, and marginalized youth. The Council works closely with public institutions, civil society organizations, and international partners to ensure that youth voices are included in decision-making processes.

As a strategic governmental actor, CONJUVE plays a vital role in building a more inclusive and equitable society, where the energy and innovation of Guatemalan youth contribute to national progress and democratic strengthening

Guadalupe Ixel Wer Chutá

Director General

Guadalupe Ixel Wer Chutá is the Director General of the National Youth Council (CONJUVE), proudly identifies as a young Maya Kaqchikel and is a student of the bachelor's degree in law and social sciences at the University of San Carlos of Guatemala. Her academic training and commitment to social justice have led her to focus her efforts on human rights issues, especially regarding indigenous peoples, women, and youth.

She has experience in public administration. Her background also includes coordinating workshops and developing educational activities in rural areas. Throughout her career, she has acquired skills in project formulation, planning and organization. Additionally, she has knowledge in administration, Mayan education, social audit, classroom innovation, ICT, political leadership and advocacy. As Director of CONJUVE, she reaffirms her commitment to demonstrating that young women, young people, and indigenous people can occupy decision-making spaces, exercise their leadership with transparency, and promote the defense of the rights and interests of youth in Guatemala, contributing to the construction of a more inclusive and equitable future for all.
