National Youth Commission
The National Youth Commission (NYC) in the Philippines is the government’s lead agency for youth development, acting as the sole policymaking body for youth affairs, mandated by Republic Act 8044 (Youth in Nation-Building Act) to formulate programs, encourage youth participation in nation-building, and promote their overall well-being. It serves as the voice and advocate for Filipino youth, creating platforms for dialogue and implementing initiatives related to skills development, climate action, digital responsibility, and good governance, in partnership with other government and non-government organizations.

Undersecretary Joseph Francisco “Jeff” R. Ortega is the Chairperson and Chief Executive Officer of the National Youth Commission. He previously served as Regional Director of the Department of Tourism for Regions I and IV-A, becoming the Philippines' youngest Regional Director at the age of 29. He holds a Master's in Business Administration from the Ateneo Graduate School of Business, a Bachelor's in Political Science from Ateneo de Manila University, and is pursuing a Master's in Public Service Administration. He is a strong advocate for youth inclusion, mental health, environmental conservation, civic participation, and the empowerment of young Filipino leaders.
