National Youth Commission

The National Youth Commission (NYC) in the Philippines is the government’s lead agency for youth development, acting as the sole policymaking body for youth affairs, mandated by Republic Act 8044 (Youth in Nation-Building Act) to formulate programs, encourage youth participation in nation-building, and promote their overall well-being. It serves as the voice and advocate for Filipino youth, creating platforms for dialogue and implementing initiatives related to skills development, climate action, digital responsibility, and good governance, in partnership with other government and non-government organizations.

Undersecretary Joseph Francisco “Jeff” R. Ortega is the Chairperson and Chief Executive Officer of the National Youth Commission. He previously served as Regional Director of the Department of Tourism for Regional Office I and Region IV-A, where he made history as the youngest Regional Director in the Philippines at the age of twenty-nine (29). He earned his Master’s degree in Business Administration from the Ateneo Graduate School of Business and his Bachelor’s degree in Political Science from Ateneo de Manila University, and is currently pursuing a Master’s in Public Service Administration at the Philippine Public Safety College.
Beyond his professional achievements, Chairman Ortega is also known for his passion for nature and eco-tourism. An avid surfer, he actively promotes environmental conservation efforts, aiming to preserve natural resources while fostering tourism development that respects local communities and ecosystems. Chairperson Ortega's leadership in youth empowerment is rooted in his commitment to creating inclusive opportunities for all young Filipinos to thrive. He actively supports programs that engage youth from diverse backgrounds, ensuring that their voices—especially those of the marginalized and out-of-school youth—are heard and considered in shaping the nation's future. He is a vocal advocate for mental health awareness, emphasizing the critical role of emotional well-being in youth development. Additionally, he champions young artists, recognizing art as a powerful tool for expression and social change. Chairperson Ortega is a strong advocate for ensuring that the youth can participate freely in civic life without fear of discrimination. His dedication to these causes reinforces his role as a transformative leader, committed to uplifting and protecting the rights of all Filipino youth.
